Can anyone at all explain this outfit to me?? Is it a tu-tu gone terribly wrong?? Is it a gown? An overcoat? Has she recently been working out and that's why she's carrying a Nike bag??
LOL all of the comments are too funny! But that dress really does look uncomftorable! If you were to flip the dress upside down she would look like a colorful feather duster.
The Nike bag is easy to explain; that is what she's going to put on when she hits the club later. You never want to be seen in the same outfit twice. ;o)
Hey, if she'll wear an umbrella/tree/hut thingy on a red carpet, why not a Nike bag out dancing.
Of course it probably holds her change of clothes for when that dress gets egged....

Good God, why do some people equate hideous with fashion??? I don't care how "in" this look may be, it's not a trend I'd follow.
